Combine softened cream cheese, chopped scallions, soy sauce, garlic powder, and sugar in a medium mixing bowl. Stir until fully blended and smooth.

Place a wonton wrapper on a clean, flat surface. Spoon 1 teaspoon of the cream cheese mixture into the center of the wrapper.

Moisten the edges of the wrapper lightly with water using your finger. Fold the wrapper into a triangle, pressing the edges together to seal firmly and expel any air pockets.

Continue filling and sealing remaining wonton wrappers using the same method until all filling has been used.

Pour vegetable oil into a deep skillet or fryer and heat to 175°C.

Fry wontons in small batches for 3 to 4 minutes per side or until crisp and golden brown.

Remove wontons from the oil and drain on paper towels. Serve hot with your preferred dipping sauce.
